ARQ REACHES WRITTEN AGREEMENT WITH QUEENSLAND RACING
The ARQ is the control body for NSRA sanctioned racing in Queensland and recently completed negotiations with Queensland authorities relating to the utilization of Thoroughbred Racing facilities in Queensland.

The following is a copy of the written agreement between the ARQ and the Queensland Racing Board as a result of a meeting held at the QR Deagan Offices on 25th November 2005.
The agreement was recorded by representatives of the Queensland Office of Racing on behalf of the Queensland Government. The meeting was arranged by the Hon Robert Schwarten at the ARQ request.

Outcomes
- QR does not support or endorse the conduct of ARQ events.
- Subject to the relevant thoroughbred Club approving arrangements ARQ animals may use thoroughbred training facilities in non-metro locations.
- ARQ will negotiate with individual race clubs re hiring facilities and equipment to conduct ARQ events at thoroughbred tracks.
- ARQ events are conducted by that organisation and ARQ need to make the necessary commercial arrangements with any race club that is willing to allow an ARQ event to be conducted at the club.
- If a race club is agreeable to the conduct of an ARQ event (probably Gympie next) the ARQ may conduct such ARQ events on the same day as a thoroughbred race meeting.
- AHQ events must not be conducted within one hour of the start/finish of a thoroughbred race meeting.
- ARQ racing animals are to be physically separated from thoroughbreds however, are able to remain on the race course so long as separation is maintained between the animals.
- QR will not have any involvement in the conduct of an ARQ event and regards such an event as an unrelated activity. Like any other activity QR licensees are free to participate in an ARQ event if they so choose.
- Issues related to public liability insurance, WorkCover, etc are not the responsibility of QR and the necessary arrangements are the responsibility of individual participants, ARQ and the club where the ARQ event is held.
- To prevent confusion/misunderstandings concerning QR licensee participation in ARQ events QR will publish a notice in its racing calendar advising that:
- The rules of racing do not prevent QR licensees from participating in an ARQ event;
- QR licensees should note that as an ARQ event is not a QR event/activity all insurance and liability issues are the responsibility of individual participants, ARQ and the club where the ARQ event is held.
Actions
- Any race club that wishes to allow ARQ to conduct an event at the club is to write to QR advising of intended date of ARQ event. At least 3 months notice must be given to enable QR to ensure no clashes occur with a thoroughbred event and to develop appropriate conditions for race club participation.
- QR to advise race club of conditions relating to event.
- Mike Kelly to develop draft notice for publication in QR racing calendar advising of QR’s position in relation ARQ events and licensee/race club staff involvement.
- A coordination meeting will be conducted prior to staging the first few ARQ events to discuss conduct of event and associated details. Attendees will include(at minimum):
· QR officials working at relevant thoroughbred meeting;
· QR management;
· ORR officers;
· Race club/day staff; and
· ARQ representatives.
