Minutes of the meeting of the AQHA Sprint Racing Advisory Committee. (SRAC)
Meeting held on the 29th and 30th July 2000 at the Rydges Hotel Canberra.
Present:
- Paul Lorimer (AQHA) - Chairman
- Wayne Graham and Ian Wade (Goulburn Sprint Racing Club)
- Robin Morgan and Maureen Milburn (Victorian Racing Quarter Horse Assoc.)
- Lyn Green (Qld Sprint Racing and Quarter Horse Assoc.)
ITEM A Club Affiliation
It was agreed to follow the advice of the various State Government Racing departments, which have advised to create a hierarchy of self-regulation similar to the TB industry.
Motion 1 The AQHA sets up a “Principal Club” in each state with the following names and acronyms –
- QSRA – Qld Sprint Racing Association
- VSRA – Victorian Sprint Racing Association
- NSRA – New South Wales Sprint Racing Association
- SSRA – South Australian Sprint Racing Association
- TSRA – Tasmanian Sprint Racing Association
- WSRA – West Australian Sprint Racing Association
- NTSRA – Northern Territory Sprint Racing Association.
- (The last three need not be set up immediately)
The committee of each of the State Principal Clubs will be made up of an equal number of representatives from each Sprint Racing club affiliated with the AQHA in each individual state and a representative of the AQHA.
- Each club represented must be a current financial affiliate of the AQHA and each representative must be a financial member of their affiliate.
- Each State Principal Club must remain a financial affiliate of the AQHA.

Motion 2 The AQHA SRAC is made up of two representatives of each state’s SRA and is chaired by the AQHA Director responsible for Sprint Racing. The AQHA SRAC is an advisory committee of the AQHA Board.
Motion 3 The AQHA SRAC meets formally at least once a year. With the following mission
ITEM B INSURANCE ISSUES
It was agreed that the AQHA should investigate if there was any legal ramifications in the way of “Public Risk” from the proposed Sprint Racing Management System.
It was also discussed that the AQHA should clarify with AON whether “professional horseman” i.e. Trainers and Breeders are covered by the AQHA Affiliate Public Risk Insurance policy.
Motion 4 Each race club running an approved race will be responsible for acquiring Work Cover appropriate to their states legislation for jockeys and other club paid employees.

Motion 5 Each race club will be responsible for their own administration, financial and safety issues.

Motion 6 Each Principal Club must formulate a Risk Management Policy to be implemented as minimum requirement for clubs conducting approved races.
Motion 7 Each Principal Club will appoint Stewards in their State;

Motion 8 The Disciplinary Appeals process for Sprint Racing in Australia will be as follows –
ITEM E RACE DATES
Motion 9 Each individual Principal Club will be responsible for approving Race dates in their state.
Motion 10 The AQHA register the name All Australian Futurity (AAF) and All Australian Derby (AAD) in all States of Australia.
- The All Australian Futurity is closed to registered Quarter Horses in 2004 and the All Australian Derby be closed to registered Quarter Horses in 2005.

- The running of the AAF and the AAD be awarded to a race club 2 years in advance of the scheduled running. The decision to be made by the AQHA SRAC.

Motion 11 The 2003 Race season will be the last season non-breed registered horses will be able to race in AQHA approved Listed Races other than the 2004 Derby.

ITEM F AQHA AWARDS
Motion 12 The following point scoring system will be recommended to the AQHA for the awarding of Race ROM’s.
Motion 13 All foals born after 31st July 2002 must be registered with of the following breed societies if they are to be eligible for participation in AQHA approved Sprint Racing – AQHA, AAA, PHAA and TB. All foals born prior to 31st July 2002 will be eligible to race in AQHA approved Sprint Racing even if not registered with their respective breed society.
Motion 14 The AQHA will keep a National Database of “Racehorse Identification” for a fee of $20 per horse. A Chief Steward or Official Veterinarian must certify identification Papers on presentation to the horse’s first race. Horses must be identified by brands, whorls and any distinguishing marks.

- Owner trainers $35 per annum
- Open Trainers $75 per annum
- Jockeys $75 per annum
- Strappers $25 per annum
- Race Colours $25 + $10 per annum
- State Principal Clubs will be responsible for keeping the performance record of all horses. Initially at least AQHA Race points will be awarded on presentation of Point Score Sheets signed by Race Secretary to the AQHA Office no later than 30days after the race meeting.
Motion 16 No 2yr old horse be allowed to race
Motion 17 No 2yr old can participate in any official schools, trials or race until the January of their 2yr old year.
Motion 18 Accept the Rules of Racing presented to the meeting with amendments.
