SRAC/RACING DIVISION MEETING - GYMPIE -AUGUST 2001
Change of Name & Development of the AQHA Racing Division.
- Creation of Legal Entity for a Racing Division
- Status of the State Principal (New Name?) Clubs
- Appointment of a Racing Division Secretariat & Address for correspondence etc
- Documenting of Racing Division Administrative procedures
- What processes are required to be put in place etc
- Responsibilities of Affiliated Race Clubs and State Principal Clubs
- Documenting of Race Day procedures
- Documenting of Swabbing/Testing procedures
- Documenting of Stipendiary Steward Enquiry procedures - possibly standardised penalty guidelines?
- Code of Conduct for industry participants - could be included in the rules?
Draft material relating to the above items was sent to clubs after the SRAC 2000 Meeting - the only comments received to date are from the VAJC

- Australian National Training Administration discussions etc
- Tertiary Education - local arrangements
- Training Schemes
- Accreditation for Racing Division Licensing
Racing Division National Identification & Licensing procedures who & what should be "licensed"?
- Trainers
- Jockeys
- Strappers/Stable Hands
Current Systems
- Manual - current & proposed State based systems
- Computerised - The GSRC system developed by Virtually Anything can be loaned to the industry if required.
- Sample Race Registry Documents of Identity & Licences will be available at the meeting.
National Form recording system is a necessity. This will require all results to be forwarded to a central point for input, OR put directly into a web based computer system.
- National Fines, Suspension & Disqualifications recording system.
- National Racing Calendar particularly for National & State Futurities and hopefully race dates.
Insurance
- Workers Compensation Insurance for all paid employees - variations in each State/Territory.
- Public Liability Insurance - possible changes & increases as a result of the HIH failure.
- Insurance for "Professional" industry participants. - Public Liability, Personal and Workers Comp.
AQHA Stud Book
- Input from the Racing Division to the Stud Book Proposals eg Appendix Stallions issue
Recognition by State Authorities
- Accreditation with various State Authorities - possibility of shared workload
q Changes required to the National Rules of racing
- GSRC - Minor changes to current rules to rectify omissions and oversights from the 2000 SRAC Meeting - includes several references to "local rules" and some definitional changes.
- NO local Rules to Apply uless required by legislation
- GSRC - Possible noting of some National Rules of Racing as "To be implemented on ????" or similar - these could for example include some sections which are not able to be complied with eg.
- Apprentices
- Licensing
- Syndicates
GSRC - Rules (or national guidelines) should provide for the establishment of Racing Division recognised "Records"
- National and State records should only be recognised on a surveyed track and a copy of the survey has been lodged with the Racing Division
- Timing must be electronic
- A copy of the race video is forwarded to the SRAC for confirmation
- Interpretation of Rule 81A(i) - ZERO alcohol and Drugs?
Speed Indexes
- GSRC - Calculation of Speed Indexes at various tracks. Possible requirement for an indicative SI system on a temporary basis? Minimum Standards?
Rules should provide for AQHA "Racing Champions"
- AQHA should award Champion status to State/National Horse, Trainer, Jockey.
- Proposed National Computer system should calculate all awards if required.
